I am not involved in the PA Green Party, though I am a member of the
Minnesota Green Party.

However, a quick web search led me to the actual platform of the PA
Green Party:

It's currently undergoing revision and there are links to various
proposals that have been submitted. 

I did not see anything in either the current platform or the various
proposals to support Bruce Awkright's claims...

Where can I buy a solar panel, and how much does it cost? I didn't know
third world countries were getting solar. Although I have engaged in
lengthy listserv discussions about solar (vs. nuclear), and I was on the
solar side. I think I read Africa could supply much of the world's solar
needs if it could be stored via hydrogen I think. And solar offers a
more beneficial alternative that benefits the villages and meets their
needs that considers how things are set up there. And not exploitive
like other energy projects there which benefit the few and indebt the
countries even further. I have read an account of a village where it has
worked well. 
 
I don't know why the PA Green Party would maintain such a platform. Is
there any reason that they gave besides the one about the cigarettes?
That does seem strange.

They are against higher tipping fees to incourage
recycling and other state importing their waste into
Pa landfills. They are against taxes on cigarettes
because the poor can not efford them anymore. They are
against methane digestors and ethanol which both are
organic versions of fossil fuel components. And no
solar is quiet affordable Americans, the riches and
most powerful in the world, to buy and is falling in
cost all the time but only if you buy and support the
solar industry and market. 'Third world countries' are
buying over 80 precent of our panels made in America,
