The Product Policy Project has produced an overview of Extended Producer Responsibility (EPR) in the US and Canada. Written by Helen Spiegelman and Bill Sheehan, the report covers: -- the historical context of product policy in North America; -- how EPR got co-opted in the U.S. but how NGO's have recently put it back on the policy agenda; and -- what is happening in Canadian provinces, which have moved beyond debating whether EPR is a good policy approach to figuring out how to make it work. The paper will be published in a European book, but we believe the story needs to heard in North America, and in the U.S. in particular.
