[greenyes] Extended Producer Responsibility in the U.S. and Canada

The Product Policy Project has produced an overview of
Extended Producer Responsibility (EPR) in the US and
Canada. Written by Helen Spiegelman and Bill Sheehan,
the report covers:
-- the historical context of product policy in North America;
-- how EPR got co-opted in the U.S. but how NGO's have
recently put it back on the policy agenda; and
-- what is happening in Canadian provinces, which
have moved beyond debating whether EPR is a good policy
approach to figuring out how to make it work.

The paper will be published in a European book, but we
believe the story needs to heard in North America, and in
the U.S. in particular. The document posted at
http://www.productpolicy.org/resources/index.html
