Vipen makes an excellent point about creating better plants to begin with. However, if Americans try to push this on developing countries, they will resist because we will be seen as arrogant -- its OK for the US to create most of the pollution and not sign international treaties, but now we want THEM to change their designs -? America has a poor image in other countries right now. The push for cleaner production needs to come from within a country -- and I am not sure where that will come from. Good Idea though -- its too bad we couldn't practice that better.
