[greenyes] City event recycling ordinances

After organizing several events in Austin and going through the process of renting the parks, blocking the streets etc., I've learned a bit about the process. While a safety plan and restroom plan and trash plan are required, they do not require event to recycle. It seems to me that any official event that takes place on public property should be required to have a recycling (and ideally a composting) plan. Are there any other cities that have ordinances or park rental requirements that include recycling? I'm trying to both build our case and find examples of systems that work.
