Susan, Having been through the process of getting glass included in the spec's for highway materials for the state of NM I may be able to help. Essentially, glass becomes a component of conventional basecourse which displaces some portion of other aggregates. In traditional base course.....various gradations of material are blended to produce a final product....a portion of which is "fines" which create the dust. Crushed glass will generally not displace the "fines" portion of base course, more commonly it will replace a 3/8" minus rock, obviously depending on the gradation of glass being produced. In short, I would say that glass will have no impact on dust generation from base course. I would guess that even if WYDOT was willing to use the finer glass produced from a crushing operation to supplant the "fines" portion of the mix, dust problems will remain.
