Major Duties: GS-09: The incumbent performs developmental assignments under 
closer than normal supervision until the full performance level is reached. 

GS-11: Participates in the development, implementation, and management of the 
installation and reserve Centers environmental program which is designed to be in 
accordance with the National Environmental Policy Act (NEPA), FORSCOM and HQDA 
policies, the Environmental Protection Agency (EPA) directives, Federal Register, 
Code of Federal Regulations, and the State of North Carolina regulations, to 
minimize adverse effects on the quality of the human environment without 
impairing the Army's mission. Manage the discharge of pollutants produced by Army 
activities to comply with Environmental protection and Enhancement, which 
includes a research and development Program, Water Resources Management Program, 
Air Pollution Abatement Program, Hazardous Waste Management Program, 
Environmental Noise Abatement Program, Oil and Hazardous Substances Spill Control 
and Contingency Plans. Develops and manages the Archaeological and Historic 
Preservation program, Endangered Species Management Environmental documentation, 
and Land Use Management. The National Environmental Policy Act requires 
assessment of impacts of plans program, and actions as they effect natural 
resources and environmental quality.
