Description: Under the general direction of the Director of Public Works and
Environmental Services, manages the Solid Waste Collection and Recycling
Division which provides refuse collection service in designated areas of the
County to approximately 42,000 customers and vacuum leaf collection service
to approximately 20,000 customers within designated areas of the county.
Manages the countywide/state mandated recycling program. Participates in the
administration, management, and strategic planning of the Solid Waste Line
of Business. Responsible for financial planning and in the development and
execution of a budget in excess of $16 million. Provides leadership to a
culturally diverse workforce in excess of 100 employees. Keeps abreast of
technological developments in the solid waste field and serves as a catalyst
for modernizing operations. Identifies and modifies operations and
management practices based on community needs, market demands, and
environmental considerations. Works with citizen groups, industry
representatives, environmental groups, and regional jurisdictions to foster
collaboration and coordination in order to implement the County's Solid
Waste, Recycling, and Waste Reduction initiatives. Influences and promotes
regulatory and enforcement activities and recommends proposed legislation
and regulations to the Fairfax County Board of Supervisors. Seeks
opportunities to promote, through action, the Department¹s mission, vision,
leadership philosophy and values.

Minimum Qualifications: Education and experience equivalent to graduation
from an accredited four-year college or university with a degree in
engineering, public administration, business administration, or related
field and five years of progressively responsible senior management
experience, two of which involved solid waste management.

Preferred Qualifications: Seven years of experience in Solid Waste
Management. Experience in managing a culturally diverse workforce in excess
of 100 employees. Experience managing and operating a budget in excess of 10
million dollars. Experience in municipal government including elected
officials, community-based organizations, and citizen groups.
