California senate passes e-waste recycling measure

SACRAMENTO, CALIF. (June 5) -- The California Senate passed legislation June 4 requiring electronics manufacturers to set up a free and convenient recycling system for waste electronics.

The measure, which passed by a 24-13 vote, will now move to the state Assembly. The bill, introduced by Sen. Byron Sher, calls for electronics manufacturers selling products in the state to implement a collection, transportation, processing and recycling system approved by the California Integrated Waste Management Board. The program must divert at least 90 percent of electronics sold in the state by 2010.

Manufacturers can pay fee to the state waste board equal to the cost of collecting, processing and recycling their electronics sold in the state as an alternative to establishing their own system. The bill also prohibits state agencies from buying from manufacturers that do not comply with the law.
