[greenyes] Recycling & Solid Waste Plan

Good afternoon,

Has anyone put together a municipal recycling & solid waste plan?  I am basically looking for a 3-5 year plan on how the town/city will approach all facets of solid waste and recycling program (marketing, education, etc.).  If so, would people be willing to share it?
