Apologies for cross-postings.

I'm interested in knowing of any NC (or other state) counties,
authorities or other political or quasi-political jurisdictions that
provide curbside recycling to all residents in the county, including
those in unincorporated areas and in smaller municipalities.  In
particular, who operates the recycling program, is it contracted and if
so to whom; who administers the contract and how is the program funded
(ad valorem tax, user fee, landfill tip fee, franchise fee, availability
fee, generation fee, etc.)?  Also, were there any legal hoops through
which you had to jump to gain the approval to extend the service to the
entire population of the service area (e.g. get approval from all
participating municipalities, create a sanitary district or regional
authority, etc.)?
