Howdy all,
I'm looking for examples of communities that have done any of the
following three initiatives:
1. Franchising in unincorporated areas. Does anyone know of rural
and/or unincorporated areas where the county government controls how
waste haulers pick up materials and what they pick up?
2. Mandating waste generators recycle (vs. haulers providing service).
I'm familiar with programs in New Jersey and Rhode Island.
3. Passing "bad boy ordinances," i.e., if a company or its subsidiaries
has ever been convicted of a felony, the community will not contract for
its services.
