[GreenYes] Multi-family legislation

Greetings.  I am a graduate student at University of Massachusetts at Amherst’s Master’s of Public Administration program.  I have many interests in the solid waste and recycling field.  I was previously a Solid Waste Coordinator for a small town in Western Massachusetts. At this time, I am in the Massachusetts Policy Fellowship Program through my MPA program.  As part of this program, I am working with a Massachusetts Senator conducting research on multi-family recycling. 

This fall semester I will be collecting information on the issue, and then in the spring compiling the information into a policy analysis.  As of today, the only information I have is how to implement a multi-family recycling program. I am using this list serve to seek out leads and information.  If anyone can point me in the right direction, through reports, articles, contacts, websites, etc. that would be wonderful. 

Here is more of an idea of the type of information I am looking for.  Fall Semester I am concern with the following:

1.      Determine states that actually have or are considering state legislation mandating multi-family recycling.  I have not exhausted my online and periodical search but I’m not finding states making legislation forcing multi families to recycle.  I am seeing that states are leaving it up to local or county government.  

2.      Compare those states financially - based on per capita environmental budgets.
