[GreenYes] Having difficulty locating a reference to multifamily programs

I'm doing some research into source reduction and recycling at
multifamily dwellings and have been looking for a copy of the article
cited below.  Interlibrary Loan proved fruitless.  Has anyone any
information that would be of help?
