There are actually two EPA documents on multi-family recycling that can be
downloaded as PDF files from the EPA website.  One is the report cited in
Gary's message, the other is an earlier factsheet called "Multifamily
Recycling - A Golden Opportunity for Solid Waste Reduction (EPA530-F-99-010)
, April 1999 that also has some interesting cost and diversion stats.  I
have provided the download links below:

(this is 01-018) The diversion statistics are in Part I, Chapter 4.
