[GreenYes] role of enforcement in promoting curbside recycling compliance

Can anyone give me citations of journal or trade magazine articles that talk
about the role enforcement activities (issuance of fines, collection crew
refusal to pick up improperly prepared recyclables, etc.) in promoting
compliance with curbside recycling collection rules?  Something that
specifically looks at whether regular monitoring or the size of a financial
penalty is linked to compliance would be especially useful.
