[GreenYes] Question about commercial recycling programs

I am working on a project with some leading retailers to promote greater
recycling in malls.  To help focus our efforts, we are seeking to
identify the top 10 or so metrolpolitan markets most conducive to
mall-based recycling, taking into account things such as mandates for
commercial recycling, a strong recycling infrastructure in place, local
economics of recycling, and other factors.  I have my guesses about
likely markets, but would welcome others' input and suggestions for data
to address this issue.
