This is the breakthrough: rather than shackle 'the state' with the
responsibility -- and the bad PR from having to impose 'fees' (i.e.
taxes) to cover the costs -- the wise legislators chose to shackle the
automakers with the responsibility -- and let them eat the costs either
in their margins or by passing them on to consumers. Now automakers have
no choice but either to eliminate mercury -- or pay.
