Including a market-economics perspective does not necessarily mean elevating
market-economics considerations above environmental protection.  I don't know
if that was Doug's intent or not, but the fact is that Doug did not suggest basing
decisions solely on market economics.  He merely suggested including economics
into the decision making process.  This seems eminently reasonable, and probably
not all that different from what all of us do everyday already.  Re-evaluation of programs
that we provide as a matter of habit should not (necessarily) be considered heresy.
