Let me be the first retort.

If we accept that, the argument becomes a debate on short term economic priorities relating to the municipal budget. Government is empowered by the people to do good. Conserving resources and protecting the environment should be a higher priority for government than clean up cost.
If you are a private business, I would accept your argument that costs are more important (within the current law) but in the pubic sector, the public, in my mind has said repeatedly that the environment is the highest priority. Given that, we should be talking about how to get it all and not whether to skip some.
