We're getting back to Pigovian taxes again! The way we 'push' for
refillables, glass, or whatever other container seems preferable is to
adjust the prices so it is cheaper than the offending alternative. Problem
is: it becomes a political question and who's going to decide which is
better? I actually prefer plastic bottles because they don't lacerate my
bike tires...
