On internalizing the externalities:
Although I know it's futile except as a thought experiment, I believe the 
externalities that are important here are not the externalities of the glass 
industry, but rather those of the competing materials manufactured by the 
petrochemical industry.  The obvious one being the protection of Mideast oil 
sources through lives and taxes.
