[GreenYes] Statutes encouraging deconstruction

I have been asked by a legislative aide for examples of state statutes that
would encourage the beneficial deconstruction and recovery of buildings.

Besides actual statutes, I would also appreciate any suggestions that people
might have or contacts they might recommend.
