Independent Review of Container Deposit Legislation (CDL)
On 28 February the NSW Government in Australia released a report
on the Independent Review of Container Deposit Legislation (CDL)
in New South Wales. An ISF research team at the University of
Technology Sydney, led by Director Dr Stuart White, conducted the
independent review of CDL for the NSW Environment Minister. The
review process used a world first in social research methodology
by combining a citizen's forum and a televote. The report found
a deposit and refund system on drink containers could provide
benefits to the community worth $70 million annually and
recommended a system in which consumers pay a ten cent deposit
for drink containers, redeemable at retail outlets or a network
of collection depots. The report covers a broad range of issues,
drawing on case studies from many overseas CDL systems.
