I have not seen a study of the type described by your message below.
Furthermore, I believe the issue really is what is the consumer's pricing
sensitivity to the total cost of recycling services since the point at which
materials separation occurs has a bearing on both facility and collection
costs.   This consumer pricing behavior will also be regional specific due
to the highly localized pricing structure that exists for solid waste and
recycling services.  One possible window into this issue may be the
literature that exists on PAYT.  My sense is that the economist you are
working with should also have access to the academic economics literature
where I believe this kind of analysis would have been most likely
published - I feel reasonably confident you won't find this work in the
trade journals.  Two professionals who would also have a lot of proprietary
data on the cost of recycling services would be Lisa Skumatz (303/494-1178)
and Barbara Stevens ((203) 454-1700).
