O.K. I thought about it a little more and yes you can make bikes with recycled plastic. It would be a reclined (recumbent) bike on three wheels and you would make the uni-body pod like you would with plastic kayaks. Most of the strength and structure would be the pod or it could be just a shell so you would have coverage in light grey days. Here are some sites that might interest you.
