The Berkeley case is an interesting one. Berkeley considered (and
began plans for) an incinerator fairly early on. One might wonder
how this occurred given Berkeley's suspicions of such technologies
and early history promoting recycling. As it turns out, concern
over the environment, particularly regarding landfilling, was the
motivating factor for many proponents. Ultimately, others also
motivated by environmental concern made the case that incineration
(at least this type) was incompatible with greatly increased
recycling. Thats just a quick summary of course.
