San Diego also has an effective ban.  The ordinance was crafted such that an incinerator couldn't be sited within a certain radius of schools and day care centers which resulted in no eligible land being available in the city.

concerning Berkeley's waste incineration ban?

When was ban passed and implemented?
How was it legally codified?
Is a copy of the ordinance, law, or policy available?
