Concerning the zero run off issue, would it also make sence that this would help build up our depleting fresh ground water instead of make it go to the nearest sewer drain?  We just had a very good article in our local paper of how not only our fresh water source but the entire world is using it faster than it can replenish.  We should also concider collecting rain water and using greywater in our everyday living.
