I can give you some information on question three, regarding farmers.

Farmers are CESQG's.   The US Department of Agriculture has a pesticide
management program which is operated locally through the Extension Service.

We have regular HHW collection events, where one day out of two is open to
CESQG's.  Generators must call ahead to schedule a delivery time.
Businesses pay the expense of transportation and disposal either by invoice
or at the time of service.  Farm pesticides transportation and disposal
costs are re-imbursed to us by the pesticide management section of Extension
Service.

I suggest you contact your local ag bureau to find out what is available.
