    With apologies for cross posting

    I am working on several projects that involve putting a surcharge on the
    landfilling of material and exploring alternative philosophical bases for
    such fees. These include:

            - a fee to internalize the externalities of landfills, such as air
    and water impacts, loss of natural resources, the diversion of land
    from other uses, the nuisances and impacts on property values for
    neighbors

            - a fee to produce a level playing field with the subsidies given to
    the extraction of natural resources, such as for timber, metallic ores
    and energy

            - a fee to equalize the landfill prices in a particular state with
    the landfill prices in neighboring states, where the neighboring states
    already have surcharges

            - a fee to produce a shift to a specific level of diversion from
    landfills.

    I am looking both for other philosophical bases that might be used to set a
    landfill surcharge as well as any comments on any of the above bases.
