Ann,
I looked at San Jose's textile collection program in the report I did a
few years ago. It did experience the problems you stated and was the
only program I documented that included textiles with containers -- not
a good idea! The other curbside programs I documented collected bagged
textiles with paper and reported no contamination problems.
