I interpreted Lee's excellent work to mean that we should spend the
money up front not to let things in the landfill in the first place,
leaving just inerts to go into the landfills. This would mean much
higher expenditures on product and package design, recycling, re use and
composting. The higher cost of recycling would replce the higher cost of
any new fangled landfill systems. Society would spend the money on good
things not managing bad things.
