Regarding the environmental tax shift debate, a recent experience in Oregon
is instructive. In the legislative session just ended, the environmental
lobby sought funds for a major assessment of the potential for an
environmental tax shift. Included was the establishment of a high-powered
commission. The bill sponsor wasn't one of Portland or Eugene's
near-socialist, tree-hugging, eco-freak legislators. No, the sponsor was a
powerful, well-known, near-libertarian, free -market Republican from the
burbs. The tax shift argument seem to be attractive to folks of varying
persuasions. Can they get along? Who knows? But, as a journalist, this issue
sounds like fun to watch.
