** EPA BUDGET **
Congressional Plans Would Cut Funding for Environmental Programs.

Both Senate and House budget plans passed last week would cut
budget authority and outlays in fiscal year 2000 for natural
resources and environmental programs.
In the House version (H.Con.Res. 68) the resolution calls for
$22.8 billion for these programs, down from $23.9 the past fiscal
year. The Senate resolution (S.Con.Res. 20) had a lot of
amendments and cut the budget authority for natural resources and
environmental programs to $20.7 billion in fiscal year 2000.
President Bill Clinton called the resolutions "missed
opportunities" that do not provide adequate protection of the
environment.
"Starving environmental and conservation programs through
budget cuts will hurt our natural resources and public health,"
said Brent Blackwelder, president of Friends of the Earth. "This
budget is an attack on the environment."
