[GRRN] Life Cycle Analysis in Autos

According to the 1/25/99 Waste News ("Car Maker's Requirements Aid Others,
" p. 11):

DaimlerChryler's new requirement for recycled content is reported as
coupled with an overall life cycle analysis policy to insure that longer
term offsetting environmental benefits are counted along side lower first
costs. Examples are lead-free paint that cost more did not later require
treating plant filters as harzardous waste.
