This is a notice of availability for JTR and Climate Change project funding
under EPA's solid waste program. EPA is requesting proposals for these
programs as in previous years, with Pay-As-You-Throw proposals now
being evaluated under the Climate Change review process. This year's

Application Pre-proposal Stage
Once you have determined the assistance program under which you
want to apply and have received and read the full grant solicitation,
please call your program contact listed in the solicitation to discuss the
eligibility of your project. It is important that you call your contact to
discuss your project idea before submitting the written pre-proposal. If
after consultation with the regional contact you determine that your
project idea is consistent with the goals of the program, you will be
asked to submit a two page pre-proposal.
Review of Pre-proposal
EPA will review the pre-proposal and determine whether it meets the
criteria and priorities of the specific program solicitation. If your
pre-proposal is accepted you will be asked to submit a full, six page
proposal. If the pre-proposal does not meet the specific program criteria,
you may be referred to other possible funding sources for your
consideration. (One place to look for additional information on available
grant funding is the JTR website <www.epa.gov/jtr> under "Financing.")
Final Proposal Process
EPA will review full proposals and make our final selections in the Spring
of 1999, at which time you will be requested to submit a full application
with Form 424s and workplans. EPA will make final awards no later than
the Summer of 1999.
In summary, please read the program briefs below to first determine the
eligibility of your organization. If you are interested in submitting a
proposal for our consideration, you should then determine which
program best fits the proposal you have in mind. Please contact the
appropriate person listed below to discuss any project that you would

BRIEF DESCRIPTIONS OF GRANT PROGRAMS
PROGRAM: Jobs Through Recycling
Purpose: The goal of the JTR program is to build an infrastructure to
foster recycling/reuse businesses that increase the use of recyclable or
reusable materials and contribute to economic development and jobs
creation. EPA will fund projects that help develop or retain intermediate
processing and end-use manufacturing capacity for recyclables and
reusable or recyclable materials.
Eligible Applicants: State agencies, Indian tribes, territories and (new for
this year) 501(c)3 organizations whose mission and past activities
include recycling market development. EPA encourages those
developing projects to partner with manufacturing service providers,
industry, financial institutions, state agencies, and other appropriate
stakeholders.
Amount of Individual Awards: Up to $200,000 in cooperative agreement
funds.
Total Awarded in Recent Fiscal Years: $1 million to $1.5 million.
Expect approximately $700,000 to award in 1999.
Required Non-federal Match: 25%
For previous recipients of JTR funds: 50%

Purpose: To reduce and recycle more solid waste as one means of
reducing greenhouse gas emissions and mitigating climate change.
Eligible Applicants: States, tribes, territories, local governments,
multi-state/tribal organizations, and non-profits.
Amount of Individual Awards: From $10,000 to $100,000 in cooperative
agreement funds.
Total Awarded in Recent Fiscal Years: $700,000 in 1996, $1 million in
1997, $700,000 in 1998. Expect between $400,000 and $800,000
available for award in 1999.
Required Non-federal Match: 20%
Key Dates:
Communicate with regional JTR contact: ASAP
Submit pre-proposal outline by: January 29, 1999
If requested by EPA, submit full proposal by: March 31, 1999
Selection: Late April, 1999
Priorities: The President's Climate Change Action Plan (CCAP), Action
#16, calls for greater solid waste reduction and recycling to help reduce
greenhouse gas emissions. First priority for funding in FY 99 under this
initiative will go to help incorporate waste reduction into state and local
climate mitigation plans and to share waste management experience
internationally. Funding will also be available for innovative waste
reduction projects that demonstrate measurable greenhouse gas
reductions and for Pay-As-You-Throw projects that target large cities or
