Amy: Regarding your query about the California legislation, it probably makes
no difference. The experience in the few states that provide a legislated
menu approach (either x percent recycling, or y percent recycled content, or
z percent source reduction, etc. for plastics packaging), the method of
complying is through the recycling rate. For example, in Oregon, with a menu
approach, the attainment of a 32 percent or so rigid plastic container
recycling rate means that plastic product makers don't have to be concerned
with recycled-content, source reduction or reuse. In other words, the menu
approach is most often a recycling rate approach, not a recycled-content one.
