Returnables can still work. I take my wine bottles to a local community
based recycling center for reuse. I'd take my beer bottles (glass only
of course) there too if a reuse mechanism existed.
If local governments considered community drop off and buy back centers
as part of the infrastructure needed for reuse...... and recycling, then
more reuse would occur. (Along with changes in bottle bills, too).
