[GRRN] Recycled content in plastic bottles at the state level

In a previous message, I had asked which states had recycled content
requirements for plastic containers. Several list members asked that I
share this information.

Based on the inquiry, I was lent the three ring binder "Environmental
Packaging. U.S. Guide to Green Labeling, Packaging and Recycling" by
Thompson Publishing Group.

According to my reading of this publication, three states have
requirements:

California - a 25% post consumer recycled content is one option for
plastic bottle manufacturers, along with other options for
minimum recycling rates, refill rates, etc.

(Note: California is considering legislation to strengthen
these requirements)

New York - rigid plastic containers must have 25% post
consumer recycled content

Wisconsin - plastic containers are required to have 10% recycled
content

I would appreciate any corrections or updates to this information
