[GRRN] Solid Waste Consolidation - Allied/BFI - Sale of Canadian Assets to WMI

According to the 5/18/99 Wall Street Journal ("Allied Waste to Sell BFI
Canadian Unit to Fund Purchase"), Allied Waste (which has a pending buyout
offer for BFI) has agreed to sell BFI's Canadian waste operations to Waste
Management in order to pay down part of the substantial debt it took on to
finance the minnow-swallows-whale deal. Previously, Allied had agreed to
sell off BFI's medical waste operations to Stericycle for the same reason.

The effect seems to be to substantially decrease competition in Canada.
Does anyone have any information on what Canada's antitrust official's
attitude is to this?
