My Friends of the GreenYes List--

Two points about the press release excerpted below:

1) How is a program "starving" when it has a budget of $22 BILLION
dollars?

2) The budget delivered is in compliance with the budget agreement
reached by the White House and the GOP last year, extending the "hard
cap" concept to discretionary items in the budget that was first enacted
in 1987, when George Bush went back on his "no new taxes" pledge and made
a deal with the Democratically controlled congress.

With those two items in mind, one has to ask whether rhetoric about
"starving" environmental budgets is valid or wther it is used merely for
partisan reasons.
