My undertstanding was that it was 90% OCC and could have been mostly recycled
at the outset, had the programs been in place. My understanding was that the
State of NY had limited the permitted capacity of the Islip landfill, so the
Town of Islip decided to reserve the little remaining capacity for only
residential waste. That left commercial wastes with no home in Islip, and
started businesses in search of other options. And so the Odyssey began...
