Hi Heidi -

The $40 a ton (300 Norwegian kroner per tonne) charge is strictly
the national tax or surcharge on waste going into landfills in
Norway. It is a fee that the national government has imposed on
top of other landfill fees to encourae the use of alternatives.
According to what I have read, it appears that the average landfill
cost in Norway is about NOK 800 or a little over $100 a ton. The
surcharge is then on top of this.
