=0AQ: What Is Food Waste?=0D=0AA: "Food Waste" means organic solid wa=
ste that is created as a by-product of processing, distributing, stor=
ing, preparing, and serving food for human consumption. This include=
s vegetable, fruit, grain, meat, and dairy wastes. It includes organ=
ic wastes from food processors, canneries, distributors, grocery stor=
es, restaurants, institutional cafeterias, and residential complexes.=
Proposers may choose to compost their own food waste or to obtain f=
ood waste from other sources=0D=0AFood waste does not include yard tr=
immings (grass, leaves, prunings) or agricultural wastes. Yard trimm=
ings, agricultural wastes, manure, wood waste, cardboard, or paper ma=
y be added to the food waste in the composting process, but these are=
not the primary materials targeted by this project.=0D=0A=0D=0AQ: Wh=
at is In-Vessel Composting?=0D=0AA: "Composting" is the controlled de=
composition of organic material into humus that can be used to improv=
e soil and promote plant growth. Allowable composting methods for th=
is project include aerobic decomposition, anaerobic decomposition, an=
d digestion by worms ("vermicomposting"). "In-vessel" means that dur=
ing the active composting phase the material is entirely enclosed in =
a container, and any air emissions from the container are captured an=
d treated to prevent odors prior to being released into the environme=
nt.=0D=0A=0D=0AQ: What Equipment is Available for In-Vessel Compostin=
g, and How Much Does It Cost?=0D=0AA: Proposers may purchase an in-ve=
ssel composting system or create their own. There are several manufa=
cturers of in-vessel composting equipment in North America. The City=
can provide the successful proposer with assistance in researching e=
xisting in-vessel composting systems. As an example, San Francisco S=
tate University purchased an in-vessel composting system for approxim=
ately $65,000. This system can handle 1,000 pounds of food waste inp=
ut per day.=0D=0A=0D=0AQ: How Much Food Waste Do I Have to Compost?=
=0D=0AA: There is no minimum amount of food waste required to propose=
. However, proposals will be evaluated based on the amount of San Jo=
se food waste that will be composted per dollar of City funding. The=
refore, the larger the proposed project, the more likely it is to be =
selected for funding.=0D=0A=0D=0AQ: What Can the Compost be Used for?=
=0D=0AA: The finished compost can be used as a soil amendment or fert=
ilizer. It can be used for landscaping projects or agriculture. Lan=
dfill cover is not considered a beneficial use of compost for purpose=
s of this project. Proposers may choose to use their own finished co=
mpost or to provide it to other users.=0D=0A=0D=0AQ: Who May Propose =
on this Project?=0D=0AA: A San Jose business, non-profit, institution=
or residential complex that wishes to compost it's own food waste on=
-site, or a centralized composting facility (new or existing) that wi=
shes to accept food waste from San Jose sources. Solid waste consult=
ants, composting equipment manufacturers and retailers, and hauling c=
ompanies are also welcome to propose on this project. Joint proposal=
s from several entities working together are welcome.=0D=0A=0D=0AQ: W=
hat Permits Are Required?=0D=0AA: The required permits will be depend=
ent on the location of the composting site, the types and amount of f=
ood waste to be composted, and the method utilized. Temporary permit=
s for the demonstration project may be available in some instances. =
City staff will assist the selected proposer in identifying and obtai=
ning all necessary permits. Any permitting expenses will be borne en=
tirely by the selected proposer.=0D=0A=0D=0AQ: How Much City Funding =
is Available?=0D=0AA: Up to $100,000.=0D=0A=0D=0AQ: When Will the Fun=
ds be Available?=0D=0AA: $50,000 of the funding will be available aft=
er the selected proposer acquires the permits necessary to begin oper=
ations. The other $50,000 will be available at the end of the projec=

of San Jose is committed to diverting 50% of its waste from landfill=
s by the year 2000. San Jose is currently diverting 43% of its waste=
. Up to 9% of San Jose's solid waste is food waste. As recycling of=
paper, metal, plastic increases, food waste becomes an increasing la=
rge percentage of the remaining material that must be landfilled. Co=
mposting is one means of beneficially re-using food waste and diverti=
ng it from landfills.=0D=0AComposting in-vessel helps to mitigate pot=
ential odors. This allows food waste composting to take place within=
the urbanized parts of the City, minimizing the need for transportat=
ion to remote rural composting sites. The City wishes to test the ec=
