The International Trade Centre UNCTAD/WTO(ITC) is the focal point in
the United Nations System for technical co-operation with developing
countries in trade promotion. As part of this co-operation, an advisory
service covering export packaging has been developed. ITC is currently
writing a paper for developing countries on environmental packaging
legislation in the United States. The goal of the paper is to give
developing countries a heads-up on what can be expected when exporting
to the U.S. By doing so, not only is trade and development encouraged,
but developing countries are informed on environmental issues.

We are aware of what little federal legislation exists concerning
packaging in the U.S. What we are seeking is a standard for state law.
Research on our part has not produced one particular state that is
stricter than the rest when it comes to packaging laws. Instead, we
have found that one state has strict minimum recycled content
requirements for certain packaging, another has many bans on packaging
(such as bans on plastic "6-pack" beverage binders and metal detachable
rings from beverage containers). We are seeking one state that
surpasses the rest in environmental packaging laws, so that if an
exporter were to meet that states standards the exporter would meet the
requirements for all other states. If you are aware if such a condition
exists, any information you could provide on this matter would be
greatly appreciated. If you are unable to provide such information, we
would appreciate names of other organizations that may be able to help.
