Subject: ALERT: FAX to keep env $$ in CA state budget

It seems like we haven't had a major alert as worthy as this for a while,
I'm hoping that many of y'all will be interested in sending a couple of faxes
for this one!

As to those who question the relevance of posting to sd-urban, remember that
without funding support, we will not have an local Open Space preserve, as
envisioned by the MSCP, but we will assuredly have the increased destruction.

KEEP MAJOR ENVIRONMENTAL FUNDING IN STATE BUDGET

YOUR HELP NEEDED

We can reverse California's disinvestment in our environment -- but we need
your help this week.

For the first time this decade, major increases in environmental protection
funding could be included in the state budget. The Legislature's version of
the
budget proposes to establish the Natural Resources Infrastructure Fund (NRIF)
which would receive the state's tideland oil revenues (about $60 million
annually). The annual funding source would be available for land conservation
projects, fish and wildlife habitat restoration, and other natural resources
purposes. This is great news -- so far.

The NRIF still needs to be approved by the Big 5 budget negotiators which
includes Governor Wilson, Senate President Pro Tempore Bill Lockyer (D),
Senate
Republican Leader Rob Hurtt, Assembly Speaker Cruz Bustamante (D), and
Assembly
Republican Leader Curt Pringle. Ultimately, the Big 5 will decide whether the
new environmental funding in the NRIF is included in the state's final budget
for 1997-98 and whether the fund will be available in future years.

We can win -- but we need your help in convincing key Big 5 Members to make
the
NRIF a priority.

Here's How You Can Help:

Please fax letters today urging the following leaders members to make

establishing the Natural Resources Infrastructure Fund and dedicating the
state's tideland oil funds to natural resources projects a major priority in
their budget negotiations:

1) Senate President Pro Tempore Bill Lockyer (Fax = 916/323-2234)
2) Assembly Speaker Cruz Bustamante (Fax = 916/324-7129)
