Subject: HELP RECYCLING -- CHALLENGE LANDFILL REGS

THIS MESSAGE IS FROM BILL SHEEHAN

[The following note from Dr. G. Fred Lee refers to a challenge to
California authorities that has potential for improving recycling
economics: make the competition (landfilling) incorporate some full
cost accounting by living up to performance standards. Similar
challenges are needed in most other states. Note that this appeal
is based on a provision in California regulations that says landfills
should be designed to protect groundwater resources. This radical
notion, which the public assumes is the case, is apparently not even
in most state regs, and thus may be the place to start elsewhere.

Bill,

You may recall that I am in the process of trying to get the state of
California Water Resources Control Board to address the issue of
allowing minimum Subtitle D landfills to be sited at geologically
unsuitable sites. I have previously brought to your attention a
review that I wrote on how such practices lead to inappropriate
landfill siting and artificially low tipping fees. I sent a copy of my
review on this topic to the State Water Resources Control Board
whose executive officer has recently responded, asserting that the
Board does not set tipping fees and that its policies do not control
siting. Attached are my comments on this response. While this is a
California issue, it has applicability to many other parts of the
country and may be of interest to your e-mail group since the same
kinds of issues will be applicable to most states. If you or others
have questions or comments on my comments, please contact me.

Hi Robin--=20

There are some GREAT short video spots developed by ECO Communications. =
There are three or four of them. VERY high quality, about the =
importance of protecting the environment and what actions we can take =
(recycling being on of them). Now, I've been in the enviro- movement =
for quite sometime, and these pieces gave me goosebumps and brought =
tears to my eyes, so maybe they'll be able to touch the harden hearts of =
property managers.

spots (in the form of public service announcements) available from EDF, as
well as a 25-minute video called, "Complete the Circle: How to Buy
