I'm curious what GreenYes members think about America Recycles Day. Do you
believe this a genuine attempt to reduce waste and emissions? Is this a
grassroots effort? I am curious, because of the large number of corporate
sponsors -- WMX, Steel Recycling Institute, AFPA, National Soft Drink
Assn., et al. -- who have joined with EDF, Californians Against Waste, and
activist groups on this.

There have been at least three articles in our Wisconsin press about
campaign finance and the solid waste industry, specifically about Waste
Management. One is on the Internet, on the home page of Milwaukee
Magazine, another is in the Wausau paper and the third in a weekly
newspaper in Madison called Isthmus. I will email the Milwaukee

On October 14th, Dave Kirkpatrick summarized a new report from the =
University of Tennesee that was reported in Environment Magazine:

"A new principle may entice U.S. manufacturers, suppliers and =
distributors to take more responsibility for their product's life cycle, =
beginning with extraction of raw materials, continuing through =
manufacture and distribution, and ending with the product's ultimate =
fate: recycling or
disposal.

"This principle, called Extended Product Responsibility, may achieve =
improved environmental protection while U.S. industries boost =
efficiency, reduce waste and increase profitability.

"EPR does not produce the kind of dramatic results that grab headlines, =
but it quietly builds a solid and sustainable infrastructure for =
meaningful
environmental protection," says Jack Barkenbus, executive director of =
UT's Energy, Environment, and Resources Center.

"Many EPR programs go beyond providing for environmental protection and =
offer significant cost savings for corporations through increased =
efficiency and reduced waste.

"Any time you're discarding something there's a cost involved," Wilt =
says.
"When you can redesign a process or a product to remove that waste, =
you're reducing the cost, and that benefits to the company."

"Though EPR programs may offer long-term gains, they may initially =
increase, rather than reduce, manufacturing costs as production =
facilities retool and corporations evaluate the environmental profiles =
of suppliers and retailers up and down the supply chain. However, =
according to Davis, forward-thinking corporations like Xerox that adopt =
EPR programs now, despite initial cost increases, will likely enhance =
competitiveness in the future.

"U.S. companies that hope to compete both at home and abroad will =
implement EPR business strategies today," he says. "The ones that do =
will prosper in the 21st century; the ones that don't, won't."

Enthusiasm can help motivate, and to that extent, it is good: =
unfortunately, it can also distort strategy if not preceded by careful =
analysis.

The concern I have is that these kinds of messages can be read as =
implying, even if that is not the author's intent, that voluntary =
programs are all that is necessary because the economics are compelling.

However, to take the fact that, in a few select type of cases, a few =
uniquely publicly spirited corporations have adopted some form of =
producer responsibility, does not in any way, by itself, mean that such =
voluntary actions can have more than a very minor impact on the whole =
picture.

To find out whether voluntary can have a major impact requires a very =
different methodology than this summary suggests has been done. What is =
described here is cherry picking anecdotal good news stories. That says =
little or nothing about the totality of the economics of responsibily =
managing waste generation in the United States.

With so much of the cost of that waste generation being external to the =
firm (e.g. packaging, inadequate landfill standards, virgin subsidies), =
it would seem intuitively very unlikely that the special, good-news, =
case is significant in the big picture. =20

But, until that kind of comprehensive look is done (for example, by =
evaluating what kind of producer responsibility is economic ON THE =
INTERNAL BOOKS OF ACCOUNT for a random sample by SIC code all in =
relation to the quantity of waste generated), we would not be optimizing =
our energies to embrace voluntary EPR in a way that effectively =
forecloses efforts to pursue prudent, and market forcing, mandatory EPR =
measures in the event that is what is necessary to produce significant =
results.=20

If mandatory is necessary and if substantial energies are channeled in =
that direction, then -- but only then -- it certainly makes sense to =
simultaneously work hard at educating those industries where it is =
economic to do so to take voluntary steps on their own. Otherwise, =
undue attention to voluntary EPR, in the case where that road can =
produce only minor results, could become counterproductive.

Recycled Glass Manufacturing Manual Available

Winona, MN, October, 1997 -- Winona ORC Industries, Inc. has just
published a manufacturing guide based on its two-year investigation into
manufacturing products from recycled beverage container glass.
"Recycled Glass Manufacturing: A Demonstration Project" includes
information about the equipment, the process, and the market research
needed to develop a small-scale glass-manufacturing business using
recovered glass bottles as feedstock.

In 1995, WORC received a grant from the MN Office of Environmental
Assistance for a demonstration project using glass collected from
curbside recycling programs to manufacture glass paving bricks. The
project proved successful, and WORC Industries is now in the midst of a
fund drive to build a new facility for the glass manufacturing
operation. Full-scale production will begin in early 1998. The new
business will provide employment for WORC's associates, people with
disabilities.

SEMREX, the Southeast Minnesota Recyclers' Exchange, worked closely
with WORC to research the process and compiled the results into the
manual. SEMREX is a Joint Powers Board of counties in southeast
Minnesota working together on recycling issues, including local
recycling market development.

"For rural regions like ours, it is expensive to transport recycled
glass to market, and the price received for it is low. By assisting WORC
to create a new business using recycled material, we will ultimately
have a better-paying local market for our recovered glass," states
Susan Waughtal, SEMREX Director.
