Has anyone seen or know about recycling at pleasure marinas?
I have a 500 slip public marina who wants to begin a recycling program
for their tenants and would like to model after others.
Any help is appreciated. Thanks.

There are a variety of resources you may want to contact:

1) Clean Islands International sponsored a Clean Marinas symposium in Key
West 2 summers ago. They may have some information left over from that.
Contact Randy Brown (executive director) at linkages@erols.com or try their
web site: http://www.islands.org

David Baird, a Board member at Clean Islands Int'l (and their webmaster)
participated in another clean marinas type program last fall. You can e-
mail him through the same web address.

2) There are a few publications you can try:

The U.S. Coast Guard Marine Environmental Protection Division, Environmental
Coordination Branch in Washington put out a book in 1994 entitled "Managing
Waste at Recreational Boating Facilities: A guide to the elimination of
garbage disposal at sea" Try your local Coast Guard office for a copy.

The International Marina Institute in North Kingstown, RI put out another
publication in 1994 entitled "Practices and Products for Clean Marinas."

Finally, the Rhode Island Sea Grant program at URI in Narragansett (RI)put
out a publication in 1994 entitled: "Environmental Guide for Marinas:
Controlling Nonpoint Source and Storm Water Pollution in Rhode Island." A
Sea Grant office in Texas may have a copy.

3)Give me a call. I can tell you a little bit about some recommendations I
developed for some marinas located in a National Park.

*Subsidies for Waste* covers the issue very well I think. Less a
significant contribution or comment, but more as a statement of
support and encouragement, I*ve drafted some additional language for
your consideration. My thinking is that an opening paragraph should
be a dramatic opener for a policy paper, to jazz the reader sufficiently
to get them through it.

I am most enthusiastic about the statement at the end of the draft
regarding campaign finance. If progressive causes of all stripe could
address this single issue, it alone would, I believe, result in the greatest
advances for every issue we address today from health care reform to
material use policy. I*m happy at the prospect of working with people
who are thinking with this level of political acumen.

I suggest working up the opening paragraph to better represent an
ethical foundation for our assertions. Maybe something like: *The
GRN advocates the reduction and end of subsidies that result in the
inefficient use and waste of natural resources leading to unnecessary
pollution and dispoilation of natural areas. GRN recommends a level
playing field where investments in resource conservation, materials
recovery and maitenance of the nation*s household wealth - leading to
increased local employment, compete fairly against virgin materials
and disposal industries - stripped of their preferential subsidies.*

Subject: tipping fees at private mrfs

We are investigating the possibilities of bringing in private MRF
design/build/operate. I'd like to know experiences others have had with
this type of arrangement, current tipping fees, flexibility of contractor
and any significant problems that may have arisen if markets for materials
e.g. mixed paper go away and material must be landfilled, etc. Thanks
